The phrase “a beautiful woman” indicates that the Torah here spoke only in response to the evil inclination, as it is due to her beauty that he desired her. And why does the Torah permit this? It is preferable for Jews to eat the meat of dying animals that were slaughtered, and let them not eat the meat of dying animals that were not slaughtered but which will become carcasses. In other words, it is preferable for this act to be performed in a somewhat permitted way rather than in a manner that is entirely prohibited.
The expression: “And you have a desire for her and would take her to you as a wife” (Deuteronomy 21:11), teaches that this halakha applies even if she is not pretty, as this is a subjective judgment dependent on one’s desire. The term “for her” indicates that he may take her, but not her and another woman. A soldier is allowed to take only one captive in this manner. The phrase “and would take her” teaches: You have the ability to take her, i.e., to marry her. “To you as a wife” teaches that he may not take two women, one for him and one for his father, or one for him and one for his son. The verse: “Then you shall bring her home into your house” (Deuteronomy 21:12), teaches that he should not pressure her to engage in sexual intercourse during the war, but he should first take her into his home.

R. Akiva says: "doing" (i.e., an action) is mentioned in respect to head, and "doing" is mentioned in respect to nails. Just as the "doing" in respect to head (i.e., shaving) makes her unsightly, so, the "doing" in respect to nails (must be something that) makes her unsightly (viz., letting them grow long.) A proof for this: (II Samuel 19:25) "And Mefibosheth the son of Saul came down towards the king. He had not done his feet and he had not done (i.e., trimmed) his mustache."

4 - Rashi commentary
[and you desire her,]

you may take [her] for yourself as a wife: [Not that you are commanded to take this woman as a wife,] but Scripture [in permitting this marriage] is speaking only against the evil inclination [, which drives him to desire her]. For if the Holy One, blessed is He, would not permit her to him, he would take her illicitly. [The Torah teaches us, however, that] if he marries her, he will ultimately come to despise her, as it says after this, “If a man has [two wives-one beloved and the other despised]” (verse 15); [moreover] he will ultimately father through her a wayward and rebellious son (see verse 18). For this reason, these passages are juxtaposed. — [Tanchuma 1]

good-looking in his eyes.
you desire her, and take her for your wife i.e., you desire to take her for your wife — for only later does Scripture say, “you may be her husband” [: 13] (similar is “I took her to me, to be my wife” [Genesis 12: 19]).

a full month during which his desire may abate. Alternately, some say that “she will shave” [: 12] because she was formerly ritually impure (as in the treatment of someone afflicted with ṣara‘at [Leviticus 14: 8]).

“Do” [: 12] means rectify , the improvement being that she cut off the excess part (as in “he had not done his beard” [II Samuel 19: 25] and “instead of well-done hair” [Isaiah 3: 24]). The concept of improvement underlies all Scriptural instances of “doing”, except those that refer to disgusting, or completely evil, things.

The sense of she will stay in your house, and weep is that she must stay in your house a full month while she bewails her father and her mother, if they were recently deceased. Some say that she weeps for her father and mother because they did not convert to Judaism; but in my opinion, every mentally balanced human being is obliged to honor his father and mother, in life and in death.

weep i.e., she must mourn for them (in the Jewish manner, because she has converted to Judaism) if they were killed at the time she was taken captive. It is unnecessary to mention here that she must immerse herself, since she requires the standard “waters of separation” [Palestinian Talmud Pesaḥim 8: 8 (36b)], as was previously stated: “both yourselves, and your captives” [Numbers 31: 19]. Our Sages, of blessed memory, ruled that one must abstain for three months [Yevamot 48b]. Although there is no need to bring support for their words, the evidence for their reasoning is seen in the verse “about three months later” [Genesis 38: 24] — that being the time when the fetus first begins to stir. It is forbidden to initiate sexual relations with a woman unless one knows whether or not she is pregnant, in order that the paternity of the child may be known — for some babies are born two months earlier than normal, or later than normal (though the latter is less common).

Deut. 21:10 WHEN YOU GO OUT TO WAR <AGAINST YOUR ENEMIES, AND THE LORD YOUR GOD GIVES THEM INTO YOUR HAND> AND YOU TAKE THEM CAPTIVE. Our masters have taught (Avot 4:2): <ONE> GOOD DEED BRINGS ABOUT <ANOTHER> GOOD DEED, AND <ONE> TRANSGRESSION BRINGS ABOUT <ANOTHER> TRANSGRESSION. (Deut. 21:11–12 AND WHEN YOU SEE AMONG THE CAPTIVES A BEAUTIFUL WOMAN <WHOM YOU DESIRE TO TAKE FOR A WIFE, YOU SHALL BRING HER INTO YOUR HOUSE, > WHERE SHE SHALL SHAVE HER HEAD, so that she will not find favor in his eyes.1 What is written after that (in vs. 15) WHEN A MAN HAS TWO WIVES. Two wives in <one> house <means> strife in the house. And moreover (ibid., cont. ONE LOVED AND THE OTHER HATED, or both of them hated. What is written after that (in vs. 18)? IF ONE HAS A DEFIANT AND REBELLIOUS SON. Whenever anyone marries a pretty face, there results from it A DEFIANT AND REBELLIOUS SON. Thus we find it so in the case of David, because (as suggested by II Sam. 3:3) he had lusted for Maacah bat Talmai king of Geshur, while he had gone to war.2 So Absalom came out of him <in this union>, who wanted to kill him and (according to II Sam. 16:22) slept with his wives before the eyes of all Israel and in broad daylight. Also because of him several myriads from Israel were killed. So he made discord in Israel. Also killed were Shimei [ben Gera] (in I Kings 2:46), Sheba ben Bichri (in II Sam. 20:22), Ahithophel (in II Sam. 17:23), Mephibosheth,3 and Ishbosheth (in II Sam. 4:7). Moreover <David> had Ziba rule over the whole house of Saul (II Sam. 16:4; cf. II Sam. 9:9). It is also taught: R. Jose says:4 Is it because A DEFIANT AND REBELLIOUS SON ate half a pound5 of meat and drank half a log of wine that Torah says for one to go out to the place for <execution by> stoning (cf. Deut. 21:18–21)? It is simply that Torah has foreseen the end of A DEFIANT AND REBELLIOUS SON, that he ends up squandering his father's assets with wastrels with whom he eats and drinks, until he seeks what he has been accustomed to and does not find it.6 Then he goes out to the crossroads, where he kills people and robs7 them. So Torah is saying: Let him die innocent and not die guilty, for the death of the wicked is fitting for them and fitting for the world
.
