sackcloth—the loose outer garment of coarse dark hair-cloth worn by mourners[1]
naked—rather, “uncovered”; he merely put off the outer sackcloth[2]
“Naked” (ʿarom [TH6174, ZH6873]) does not necessarily mean absolute absence of any covering (although it does in Job 1:21). It can simply indicate stripped (as in the NIV here) of most normal clothing[3]
, “naked,” can mean one has no clothes on at all (Gen 2:25; 3:7; Job 1:21), but it can also be used in situations where one is almost but not totally naked (58:7; Job 22:6; 24:7; Young, Isaiah, II:55). A clear NT example is John 21:7 where Peter was naked so that he could do his work, but actually all he had done was throw off his outer garment.

Like a prisoner of war (cf. 2 Chron. 28:14–15). The prophets at times acted out their messages with dramatic and even bizarre behavior (cf. 1 Kings 18; Jeremiah 13; 19; 27–28; 43; Ezek. 3:22–5:17; 12:1–20; 24:15–27).[5]
captives were frequently stripped naked when led into captivity.11[6]
Isaiah’s symbolical action did not continue’ all this time, but at intervals, to keep it before the people’s mind during that period [Rosenmuller].[7]
was meant to symbolize what will happen to captives who will be defeated in war (v. 4). Based on pictures of war captives, they were often completely naked to bring greater shame on them.241 Since the purpose of this command was to send a message to the people who would see Isaiah in public, Isaiah followed God’s command. God did not say that he had to be naked 24 hours every day or even every day of the week, so he would not be viewed as disobeying the Lord if he wore a cloak in his home on a cold winter evenings to keep warm or if he was clothed when he worshiped God in the temple on the Passover.[8]
